DEVELOPER'S GUIDE

AESO Large Load Connection Process

Alberta's AESO large load connection process is the regulatory pathway for any facility drawing more than 5 MW from the grid. This guide walks through each stage—from initial application to final connection approval—based on AESO's published documentation and JouleGrid's direct experience.

QUALIFYING THRESHOLD

What Qualifies as a Large Load in Alberta?

In Alberta, the AESO large load connection process applies to any facility drawing more than 5 MW from the transmission grid. That threshold is what separates a routine service connection from a formal large load connection application—and it is the point at which data centre, industrial, and other large-load developers enter a defined regulatory pathway with its own studies, milestones, and coordination requirements.

For developers, crossing 5 MW means interconnection is no longer a late-stage utility task. It becomes a schedule-defining workstream that runs in parallel with site selection, equipment procurement, and financing.

STAGE 01

1. Application Submission

Stage one is the formal AESO connection application. The submission establishes load classification, voltage level, assigned project manager, preliminary load data, and a single-line diagram. The quality of this initial package shapes everything downstream.

Formal AESO Connection Application

The process begins with a formal application to the Alberta Electric System Operator (AESO). This filing registers the project in the AESO connection queue, establishes the project contact, and assigns the initial scope of review. It is the trigger for all subsequent milestones.

Load Classification

AESO classifies the load by type, size, and operational characteristics. The classification determines which study path applies, the tariff rules in force, and the facility's obligations under the ISO rules and AESO tariff.

Preliminary Load Data

AESO classifies the load by type, size, and operational characteristics. The classification determines which study path applies, the tariff rules in force, and the facility's obligations under the ISO rules and AESO tariff.

Voltage Level

The proposed voltage level defines the connection point and the transmission or distribution system owner involved. Common voltage levels for large loads include 138 kV, 240 kV, and 500 kV, depending on location and capacity.

Single-Line Diagram

A preliminary single-line diagram shows the proposed electrical configuration, major equipment, metering points, and protection zones. It is used by AESO to understand the project's interface with the grid.

Project Manager Assignment

AESO assigns a project manager who becomes the primary coordination point for the application. This person manages study scheduling, data requests, and milestone approvals.

STAGE 02

2. System Impact Study

The system impact study examines how the proposed load affects grid stability and grid capacity. AESO's study process typically runs three to six months and produces the connection scope along with any grid upgrades required to accommodate the load.

3. Detailed Engineering Design

With the connection scope defined, detailed engineering design covers switchgear, protection relay settings, metering, and grounding, alongside civil and structural coordination for the connection facilities. This is where JouleGrid's in-house engineering capability is engaged to meet utility requirements and facility uptime expectations.

4. Construction & Commissioning

Once the design package is approved, construction proceeds under continuing coordination with AESO and the transmission facility owner. Commissioning and energization close out the process, moving the facility rapidly from mechanical completion to being served by the grid.
